Procurement Services is a strategic business partner to administrative and academic units across the richly diverse community that is Simon Fraser University. The Major Procurement Contracts Officer (MPCO) role is a key position within Procurement Services. There are currently 3 MPCO’s on the team. Each MPCO supports the University’s mission by supporting an assigned group of faculties and departments, programs and functions. Each MPCO is responsible for providing integrated management of SFU's purchasing and supply processes in accordance with SFU's policies, best practices, Competitive Bidding Laws and Trade Agreements for the public sector. The MPCO is responsible for project management leadership from "start to finish" in the procurement of a wide range of technical and non-technical goods and services. The MPCO works with internal clients to define requirements, specifications and evaluation criteria. The MPCO researches and evaluates potential suppliers, identifies, develops and implements appropriate sourcing methods, tools and RFx processes, guides the selection of suppliers and monitors contract performance.

The Procurement Services team wishes to hire an additional MPCO on a full-time, permanent basis to support Facilities Services with all aspects of procurement for a wide range and array of acquisitions from operational requirements to construction. The MPCO will report to the Director of Procurement Services and will work closely with the Facilities’ leadership team and staff. Currently, Facilities Services is comprised of 3 Units, including Development, Operations and Administration. Together, the 3 Facilities Services Units provide integrated asset management services for more than 432,000 square metres of campus and 156.8 hectares of land.

The ideal candidate is a supply chain professional with at least 5 years of relevant training, experience, and education in complex environments which use PeopleSoft and Oracle and other ERP systems. Ideally, the candidate will have a passion for, and direct experience in, facilities procurement, including construction tendering and contract management. The candidate must be a strategic and solutions-oriented thinker with knowledge of public sector procurement and relevant tax, contract and legislative requirements, including Freedom of Information and Privacy Protection, NWPTA (New West Partnership Trade Agreement and the AIT (Agreement on Internal Trade). Preferably, candidates possess a Supply Chain Management Professional (SCMP) or Certified Purchasing Professional (C.P.P) designation. Candidates must be team players and relationship builders with excellent strategic-thinking, organizational, computer, research, analytical, problem-solving, strategic management and writing skills.
